Independent mechanical services advisory · Queensland
Multi-million dollar projects, de-risked before they cost you.
RTM Consulting advises government and commercial asset owners on complex mechanical services contracts — from tender and scope definition through delivery, commissioning and handover. Commercial rigour and technical depth from the same person.
Scoped response within two business days. No obligation. No sales pitch.

The problem
Most mechanical services projects fail on paper long before they fail on site.
Scope written without delivery experience
Tenders that read well and price badly. Ambiguity in the specification becomes a variation claim in month four, and the asset owner carries it.
Capex bids that cannot survive scrutiny
Chiller replacements and plant room modernisations get deferred year after year because the technical case and the financial case were never written by the same hand.
Compliance discovered, not managed
Essential services gaps surface in an audit rather than in a programme. In a hospital, a correctional centre or a Defence estate, that is not a paperwork problem.
Full contract lifecycle
Specification and tender through to performance monitoring and exit.
Capex and opex models
Keeping facilities inside budget while holding compliance.
Regulatory landscape
AS 1668.2, NCC, Building Regulations, health facility guidelines, ASDEFCON, corrections standards.
Commercial perspective
Technical compliance balanced against financial sustainability — not engineering for its own sake.
Both sides of the table, in one adviser.
The difference
Rob built and led the organisations that deliver these services, so he knows what good delivery looks like from the contractor side — and exactly where the gaps usually are. He has also personally conducted the dilapidation assessments, condition reports and engineering evaluations that inform capital planning decisions.
Services
Three engagements that carry the most risk — and the most upside.
ALSO ENGAGED FOR
Capital expenditure forecasting
Capex models for asset lifecycle planning — chiller replacement, AHU upgrades, BMS refresh, plant room modernisation. Data-driven and aligned to budget cycles.
Planned maintenance programming
Preventive maintenance schedules for critical facilities, integrated with BMS and CMMS platforms for live asset performance monitoring.
Essential services testing & verification
Fire dampers, smoke control, pressurisation systems and emergency HVAC, reported to AS/NZS and state Building Regulations.
BMS & controls strategy
Specification, commissioning, optimisation and compliance — energy management, alarm management, trending, and integration with enterprise asset systems.
Technical engineering reporting
Authoritative reports on asset condition, compliance status, risk and remediation — written to withstand audit, insurance and regulatory scrutiny.
HVAC & mechanical-electrical
Split systems, VRF, ducted, chilled water plants, air handling units, cooling towers, controls and mechanical-electrical interface coordination.
Sector experience
Environments where downtime is not an option.
Government facilities operate under intense budgetary and regulatory scrutiny. These are the settings Rob has personally delivered in.
Hospitals & healthcare
Operating theatres, isolation rooms, ICU and wards. Infection control air handling, pressure-regulated zones, medical gas interfaces, central energy plants, chilled water distribution. AS 1668.2 and health facility guidelines.
Laboratories &
clean rooms
Pathology, research, PC2/PC3 containment and pharmaceutical clean rooms. HEPA integrity testing, particle counting, airflow visualisation, room pressurisation, NATA-aligned verification.
Corrections
Secure-environment mechanical services — hardened HVAC equipment, anti-ligature design, controlled airflow systems, and compliance with corrections-specific engineering standards.
Defence — naval & army
Defence-grade HVAC and refrigeration. Commonwealth security clearance, ASDEFCON procurement compliance, delivery on Defence estates including workshops, barracks and specialised technical facilities.
Universities & education
Campus-wide HVAC and BMS integration across multiple buildings, lecture theatre conditioning, research laboratory environments, central plant management, capital works coordination.
Performing arts theatres
Precision temperature and humidity control for stage and auditorium. Acoustic-sensitive mechanical design, low-noise air distribution, integration with stage lighting and performance schedules.
Commercial facilities
Large-scale commercial HVAC, BMS-controlled environments, essential services compliance and energy optimisation across office towers, retail centres and mixed-use developments.
Selected engagements
$13M of critical plant. Zero downtime.
Recent Queensland projects delivered under Rob’s leadership as Managing Director. Each facility stayed operational through the changeover.
Contract value

Healthcare · Hospital
Weipa Integrated Health Services — Chiller replacement at a live 24/7 regional hospital
Three ageing chillers (811 kWr) replaced in stages, two always in service, plus AHU retrofits, a new CSSD system with HEPA terminals and ventilation upgrades. No clinical area lost cooling. Delivered at tender price with no variations.
Contract value
$4.2M
Education · Research laboratory
CQUniversity Rockhampton — Buildings 8 & 9 Chiller Replacement
Two new 1200 kW air-cooled chillers with VSD pumps, buffer tank and lead/lag staging. Changeover rehearsed and the existing BMS held online as a backup cooling call. Cooling maintained throughout; closed out fully as-installed.
Contract value
$3.8M
Education · Research laboratory
CQUniversity Bundaberg — Building 409 Laboratory PC2 Upgrade + Chilled Water Conversion & Building 3 HVAC Upgrade
Fume-cupboard and exhaust systems rebalanced to restore AS 2243.3 PC2 airflow, then a new chiller, switchboards and HDPE pipework linking two buildings. Changeovers planned with the client, so no rework. Labs kept compliant; on programme and budget.

About
A commercially driven Managing Director who has run the delivery, not just reviewed it.
Over 25 years building, scaling and leading multi-disciplinary mechanical and essential services businesses across Queensland. Rob grew a start-up operation from zero to over $10 million in annual turnover, specialising in the delivery of complex HVAC, mechanical, electrical and essential safety services across government and high-criticality commercial facilities.
Deep technical expertise in contract and project management, capital expenditure forecasting, dilapidation assessment, planned maintenance programming, essential services testing and verification, and technical engineering reporting — all within the HVAC and mechanical-electrical discipline. Proven capability across hospitals, pathology and research laboratories, correctional centres, naval and defence installations, universities, performing arts theatres, clean rooms and large-scale chilled water plants.
Rob now operates as an independent consultant through RTM Consulting, providing strategic and technical advisory services to government and commercial clients.
“Whether leading a facility team or providing strategic advice, my commitment remains the same: technical precision, proven commercial leadership, and a history of successful execution in the most critical and complex operating environments.”
